One (1) Customer Service Assistant E Place of Assignment: Indang Water District / Commercial Division Salary Grade: 4 Item No. 10 Education: Completion of two years studies in college Experience: None Required Training: None Required Eligibility: Career Service (Subprofessional) First Level Eligibility General Function: Provides a variety of routine customer service and office support for assigned Customer Service functions; performs office support duties which involve dealing with the public, both in person and over the telephone; receives and handles customer inquiries and complaints; assists in the operation of the Total Utility Billing System (TUBS). Specific Duties and Responsibilities: 1. Identifies residential connections with above industry average consumption; prepares maintenance order for its possible reclassification; prepares notice to customer for reclassification from Residential to Commercial as appropriate 2. Prepares and processes maintenance orders on reconnection of water service, repair of leakages on water service connections, main lines and distribution lines and other related concerns, change of defective gate valve and/or water meter, restoration works, investigation for possible illegal connections, pull out of water meters that are long disconnected 3.Prepares and processes service requests for transfer/relocation of service connections, temporary closure of service connections, change of account name, check/inspect if water meter is defective, in field testing, high consumption and check erroneous reading 4. Prepares and processes application for new service connection; provides detailed information on District rules and regulations on water service; requests for materials and fittings needed for the installation of new service connection; prepares promissory notes on water bills, new service connections and sale of materials as appropriate; via landline or mobile phone, contacts customers to informs of the status of his/her application for new service connection 5. Answers customer inquiries and complaints and interprets policies and regulations, explain service fees and rate structures 6. Receives and processes application for Senior Citizen Discount Availment; provides detailed information on District rules and regulations on availment; prepares annual notice for renewal of availment 7. One (1) Water Maintenance Man C Place of Assignment: Indang Water District / Engineering and Construction Division Salary Grade: 4 Item No. 44 Education: Elementary Graduate Experience: None Required Training: None Required Eligibility: None required (MC II, s.96 Cat III) General Function: Performs varied physical labor & semi-skilled tasks in the construction, maintenance, and repair of all water system facilities. Specific Duties and Responsibilities: 1. Performs physical labor including: manual digging using a shovel and bar; assisting with rigging and placement of heavy materials and equipment; loading and unloading materials, supplies and equipment at the job site; and assisting with measuring, painting or chalking areas to be excavated. Also mixes and shovels concrete mixture into place; tamps and/or operates vibrator to ensure proper distribution of aggregate; replaces and/or installs concrete around fire hydrants, manhole covers, gate pots, meter boxes, and related fixtures 2. Learns and safely operates a variety of equipment including asphalt/concrete saws, compressors, tapping machines, valve machines, jackhammers, pipe cutters, and a wide variety of other hand, hydraulic, power tools and equipment common to pipeline work 3. Works on utility crews installing and repairing mains, service lines, fire hydrants, meters, valves, and other appurtenances. Performs other duties relating to construction and maintenance of District properties; restoration of excavated pavements 4. Taps water mains; installs, repairs or removes AC, steel, PVC, HDPE or plastic service lines; installs industrial, commercial or residential water meters; measures, cuts and threads pipe to fit 5. Observes proper safety precautions; maintains tools, supplies, equipment, and the work site in a safe condition; learns to install shoring in trenches as directed; sets up and places traffic warning devices and barricades 6. As assigned, learns to clean, repair, test replace and adjust various types of water meters and related metering and control instruments in the shop and in the field; at the discretion of the supervisor, may work independently while doing field maintenance of meters 7. Assists in preparing the work site and in ensuring that materials and tolls are available as needed, returns tools and equipment to their proper place; helps keep tools and supplies in a clean and orderly manner on the job; cleans the work area after the job is completed 8. Locates and inspects valves, hydrants and meters from maps, drawings and sketches; installs and performs minor repairs to hydrants, valves, meters, pressure regulators, and related equipment 9. Inspects duty vehicle on a daily basis; maintains vehicle in safe operating condition; regularly checks operation of lights, brakes, and accessories; ensures adequate fuel and oil supply; keeps tires properly inflated; makes other similar checks and reports the need for mechanical repair and adjustments 10.
