Specific Duties and Responsibilities:

1. Monitors and reports budget variances; provides ad-hoc reports; maintains a high level of accountability on all projects; evaluates budgetary changes; maintains debt compliances with bond indentures, contracts & agreements; ensures financial compliance with all District rules, regulations, and procedures, to including the District MOU.

2. Coordinates annual budget schedule; develops and optimizes organization wide budget processes and documents.

3. Conducts a variety of financial analyses, organizational studies, investigations, and operation studies; performs cost allocations and studies; develops and maintains rate models; assesses adequacy of rates and rate structures and makes rate recommendations; reviews and evaluates work products, methods, and procedures; conducts financial & statistical research; performs analysis of statistical data; recommends and implements modifications for improvement to programs, policies, and procedures as appropriate.

4. Prepares executive level reports, presentations, summaries, and correspondence; creates comprehensive technical records and reports; participates in committee and Board meetings.

5. Performs cost benefit evaluations of proposed capital and operating budget items; develops capital funding strategies; makes determinations related to the overall benefit of the proposal and alternatives implements policies and procedures accordingly.

6. Develops long-range financial planning and revenue requirements; conducts various feasibility and cost studies; forecasts future financial events.

7. Performs other duties that may be assigned from time to time.

Preference: Possesses a Bachelor’s/College Degree in Accountancy, preferably a Certified Public Accountant; Knowledge and experience in full circle accounting, reconciliations, inventory and month-end close functions are an advantage; Proficient in Microsoft Office; Excellent oral and written communication skills; Analytical and Organized; and Ability to multi-task, prioritize and manage time effectively.

General Function: Provides a variety of routine customer service and office support for assigned Customer Service functions; performs office support duties which involve dealing with the public, both in person and over the telephone; receives and handles customer inquiries and complaints;

assists in the operation of the Total Utility Billing System (TUBS).

Specific Duties and Responsibilities:

1. Identifies residential connections with above industry average consumption; prepares maintenance order for its possible reclassification; prepares notice to customer for reclassification from Residential to Commercial as appropriate

2. Prepares and processes maintenance orders on reconnection of water service, repair of leakages on water service connections, main lines and distribution lines and other related concerns, change of defective gate valve and/or water meter, restoration works, investigation for possible illegal connections, pull out of water meters that are long disconnected

3.Prepares and processes service requests for transfer/relocation of service connections, temporary closure of service connections, change of account name, check/inspect if water meter is defective, in field testing, high consumption and check erroneous reading

 4. Prepares and processes application for new service connection; provides detailed information on District rules and regulations on water service; requests for materials and fittings needed for the installation of new service connection; prepares promissory notes on water bills, new service connections and sale of materials as appropriate; via landline or mobile phone, contacts customers to informs of the status of his/her application for new service connection

5. Answers customer inquiries and complaints and interprets policies and regulations, explain service fees and rate structures

6. Receives and processes application for Senior Citizen Discount Availment; provides detailed information on District rules and regulations on availment; prepares annual notice for renewal of availment

7. Assists field staff engaged in reading meters, reconnection and disconnection of service connections; responds to and investigates customers complaints regarding leaks, high readings or a variety of service related complaints

8. To perform other duties that may be assigned from time to time and other related work as required

9. Interprets computer print outs and investigates issues dealing with abnormal high or low meter readings; provides information and technical assistance to the Utility Service Assistant (USA) on meter readings

10. Upload of accounts from Total Utility Billing System (TUBS) to meter reading gadgets intended for meter reading

11. Download of accounts to TUBS from the meter reading gadget after the meter reading

12. Answers billing inquiries, affects payment of overdue accounts and adjusts accounts within specific guidelines

General Function: Performs varied physical labor & semi-skilled tasks in the construction, maintenance, and repair of all water system facilities.

Specific Duties and Responsibilities:

1. Performs physical labor including: manual digging using a shovel and bar; assisting with rigging and placement of heavy materials and equipment; loading and unloading materials, supplies and equipment at the job site; and assisting with measuring, painting or chalking areas to be excavated. Also mixes and shovels concrete mixture into place; tamps and/or operates vibrator to ensure proper distribution of aggregate; replaces and/or installs concrete around fire hydrants, manhole covers, gate pots, meter boxes, and related fixtures

2. Learns and safely operates a variety of equipment including asphalt/concrete saws, compressors, tapping machines, valve machines, jackhammers, pipe cutters, and a wide variety of other hand, hydraulic, power tools and equipment common to pipeline work

3. Works on utility crews installing and repairing mains, service lines, fire hydrants, meters, valves, and other appurtenances. Performs other duties relating to construction and maintenance of District properties; restoration of excavated pavements

4. Taps water mains; installs, repairs or removes AC, steel, PVC, HDPE or plastic service lines; installs industrial, commercial or residential water meters; measures, cuts and threads pipe to fit

5. Observes proper safety precautions; maintains tools, supplies, equipment, and the work site in a safe condition; learns to install shoring in trenches as directed; sets up and places traffic warning devices and barricades

6. As assigned, learns to clean, repair, test replace and adjust various types of water meters and related metering and control instruments in the shop and in the field; at the discretion of the supervisor, may work independently while doing field maintenance of meters

7. Assists in preparing the work site and in ensuring that materials and tolls are available as needed, returns tools and equipment to their proper place; helps keep tools and supplies in a clean and orderly manner on the job; cleans the work area after the job is completed

8. Locates and inspects valves, hydrants and meters from maps, drawings and sketches; installs and performs minor repairs to hydrants, valves, meters, pressure regulators, and related equipment

9. Inspects duty vehicle on a daily basis; maintains vehicle in safe operating condition; regularly checks operation of lights, brakes, and accessories; ensures adequate fuel and oil supply; keeps tires properly inflated; makes other similar checks and reports the need for mechanical repair and adjustments

10. Completes standardized forms accurately, maintains simple records, and completes job documents accurately, completely and in a timely manner

11. Flush water mains to ensure safe clean water is delivered to the customer, including the cleaning of mains after a shutdown and/or repair

12. Performs emergency off-hour repair work and stand-by duties on a scheduled rotating basis

General Function: Performs meter reading, disconnection, reconnection, inspection, installation, minor repairs of water meters; and customer service related work as required.

Specific Duties and Responsibilities:

  1. Reads a variety of water meters and flowmeters of active connections in an assigned area and records meter information into a hand held device; generates statement of account from gadget and distributes to concessionaires; coordinates upload and download of information into Total Utility Billing System (TUBS) with CSA responsible for billing activities; generates, reviews and interprets “Summary of Billed and Customers with Remarks”
  2. Visit customer premises to connect or disconnect customer service; locates, reads, turn on or off water services as required; prepares incident report; pulls out water meter of long disconnected accounts based on ageing.
  3. Conducts site inspection for new water service application to determine if the system is adequate or not, to check the availability of the applicant’s plumbing installation and to verify possible existence of disconnected service connection and to estimate materials needed for new service installation based on water distribution maps; estimates materials for the transfer /relocation of service connection.
  4. Re-reads and investigates possible reasons for complaints of high billing due to increased water consumption; when consumption discrepancies are identified; and when consumption of a residential connection is above industry average; and recommends appropriate remedial action such as but not limited to execution of billing adjustments, notification of customers and assistance on detection of leak after the meter and/or reclassification of connection.
  5. Field checks and inspects the meters, connections (active and inactive), plumbing fixtures and lines for leaks or damage; initiates maintenance orders for repair or replacement of inoperative or damaged meters and/or to report leaks and unsafe conditions for which the District is responsible; reports unauthorized use of water or other unusual conditions; and performs minor maintenance such as replacing lids and defective valves; coordinates with customers materials/fittings to be purchased on the latter’s account, if appropriate.
  6. While on field, answers customers inquiries and provides information to customers concerning District regulation governing service or refers to others as appropriate; maintains good public relations; notifies customers as required
  7. Investigates and verifies existence of industrial and commercial wells within the District’s service area for imposition of production assessment
  8. Operates assigned vehicles skillfully and safely; inspects and fuels vehicles; reports the need for repairs and service; observes safe driving practices; operates and maintains a wide variety of hand and power tools and equipment related to work assignments
  9. Completes standardized forms accurately, maintains simple records, and completes job documents accurately, completely and in a timely manner
  10. Observe safe work practices and safety methods; maintains tools, supplies and equipment, and the work site in a safe condition; cleans up work area after the job is completed
  11. Validates existence and residency of the senior citizen for purposes of availment of senior citizen’s discount on water bills

  1. As member of a utility crew, performs semi-skilled and skilled work in the construction, maintenance, replacement and repair of water mains, service lines, fire hydrants, meters, valves, other appurtenances and other duties related to construction and maintenance of District property; demolition and restoration of concrete and asphalt; independently performs maintenance and repair work that only requires one person; train and/or assist in training less experienced employees on specific assignments.
  2. Performs physical labor as required: including using shovel, pick and bar to excavate, backfills holes and trenches; installs shoring, and bracing in holes and trenches as required; mixes and shovels concrete mitre into place; tamps and/or operates vibrator to ensure proper distribution of aggregate; replaces and/or installs concrete around fire hydrants, manhole covers, gate pots, meter boxes, and related fixtures.
  3. Taps water mains; installs, repairs or removes AC, steel, PVC, HDPE or plastic service lines; installs industrial, commercial or residential water meters; measures, cuts and threads pipe to fit.
  4. Investigates reports of meter leaks, high and low water pressure, service leaks, and hydrant leaks to determine need for repairs; determines urgency and extent of problems; evaluates whether crews should be dispatched.
  5. May direct a crew as a working member and assume responsibility for the work of the crew; may direct the work of temporarily assigned additional crew members.
  6. Prepares job site for work by setting up and placing warning devices and traffic barricades; ensures that materials and tools are available as needed, return tools and equipment to their proper place; keeps tools and supplies in a clean and orderly manner on the job; keeps work area in a clean and orderly condition; inspects jobs before and after completion to assure that they comply with drawings and established procedures, and that proper work methods and safety practices are followed.
  7. Locates and inspects valves, hydrants and meters from maps, drawings and sketches; may turn off fire hydrants, mains, services for emergency request or at consumer request; installs and repairs a variety of valves, inspects and operates valves as required; locates, cleans, and seals valve pots.

  9. Executes and coordinates water shutdowns with other section and notifies consumers; arranges for temporary water supply when necessary.
  10. Safely operates a variety of equipment including asphalt/concrete saws, compressors, tapping machines, valve machines, jackhammers, pipe cutters, and a wide variety of other hand hydraulic, power tools and equipment common to pipeline work.
  11. Provide staff assistance to higher-level staff; investigate and prepare recommendations related to operational and administrative issues.
  12. Completes or posts information to standardized manual forms; keeps accurate records and makes oral and written reports of work completed, unusual incidents or dangerous conditions to supervisor; completes work related documents completely and in a timely manner.
  13. Conduct formal performance appraisals; participate in a variety of personnel actions including coaching, mentoring, counselling, training; Reports violation for appropriate disciplinary action.
