ECPAY’S Over-The-Counter and Mobile Online Facilities effective June 3, 2022


For the best interest of public service, INDANG WATER DISTRICT (IWD) will be accepting payment of FEES and CHARGES including but not limited to the following relative to your Water Service Connection through Electronic Commerce Payments Inc. or ECPAY’S Over-The-Counter and Mobile Online Facilities effective June 3, 2022:

  1. Water Bills (Current and Arrears, including Penalty, if applicable);
  2. Registration Fee and Cost of Materials for New Connection (FULL PAYMENT only)
  3. Reconnection Fee of disconnected accounts (whether due to non-payment of water bills in arrears or request for temporary closure for less than a year from disconnection date);
  4. Fee for Change Name;
  5. Transfer/Relocation Fee; and
  6. Other Charges.

Note:  Disconnected accounts for one (1) year or more from disconnection date cannot be accommodated through ECPAY’s facilities.

Relative to this, please be informed that the following shall be strictly observed:

  1. A convenience/transaction fee of Ten Pesos (P10.00) for every payment transaction processed, not exceeding Ten Thousand Pesos (P10,000.00) per transaction, shall be collected by ECPAY.
  2. Only the Exact Amount Due will be accepted. Overpayments and underpayments shall not be processed.
  • For Water Bills and Other Charges – as indicated in the billing notice;
  • For Registration Fee and Cost of Materials for New Connection – as stated in the Service Application and Construction Order (SACO) form; and
  • For Other Fees:
    • Reconnection – 00 (for disconnected accounts of less than a year);
    • Fee for Change Name – P1,000.00
    • Transfer/Relocation Fee – 00 plus cost of materials (based on actual inspection)

NOTE:  For numbers 2.2 to 2.3, customer can make payment thru ECPAY one (1) working day after their account is tagged in the billing system.

  1. All payments made until 2:00 P.M. will be posted on the same day, otherwise, they will be posted on the next working day. Payments made during Saturdays, Sundays and Holidays shall likewise be posted on the next working day.
  2. Acceptance of payment for Past Due Bills shall resume on the next working day starting 2:01 P.M. This is to give way for the system update to include penalty charges on the total amount due for payment.
  3. Accounts with one month past due bill shall be settled for payment one (1) working day BEFORE reading date until 2:00 P.M. If the said bill remains unpaid until the given period, acceptance of payments shall resume one (1) working day AFTER reading date starting 2:01 P.M.  This is to facilitate system update to include Current Bill on the Total Amount Due for payment.
  4. Accounts due for disconnection shall be settled one (1) day before the disconnection date until 2:00 P.M., otherwise, they will be subjected for disconnection if payment through ECPAY’s facilities is made beyond the said time.
  5. Accounts with Senior Citizen Discount Privilege cannot avail the 5% discount upon use of ECPAY’s facilities. Moreover, accounts classified as Withholding Agents by the Bureau of Internal Revenue (BIR) shall also not be allowed to withhold an amount equivalent to 2% of their water bills through aforesaid facilities. Both the senior citizen’s discount and withholding tax can only be processed or adjusted in the system if payment is made in the IWD office.
  6. The following services shall be completed:
    • Within three (3) days after posting of payment
      • Installation of water meter for new connection
      • Relocation or Transfer of New Connection
    • Within one (1) day after posting of payment
      • Reconnection
      • Change Name
  1. ECPAY’s Customer Service Helpdesk shall be available 24/7 to facilitate inquiries and/or verification of transactions made.
  2. Official Receipt (OR) shall be made available for pick-up at the IWD office during Mondays to Fridays (except Holidays), from 8:00 A.M. to 4:00 P.M. ORs shall be retained within two (2) months from the date of issuance.
